The London Ultra Low Emission Zone is designed to improve air quality across London by reducing emissions from older, more polluting vehicles. It aims to protect public health, lower levels of nitrogen oxides and particulate matter, and reduce the number of high‑polluting vehicles travelling in the city. It has been expanded over time to maximise air‑quality improvements across all London boroughs.
The scheme applies 24 hours a day, 7 days a week, every day except Christmas Day. Vehicles must meet specific emissions standards to avoid a daily charge:
A daily charge applies to cars, motorcycles, vans up to 3.5 tonnes, and minibuses up to 5 tonnes that do not meet these standards. Larger vehicles such as lorries, heavy vans, buses and coaches follow separate Low Emission Zone requirements rather than ULEZ rules. Vehicles registered outside the UK must also meet the emissions standards or pay the daily charge.

Vehicles for Disabled People
There are several temporary exemptions (known as grace periods) for disabled people and their vehicles:
Vehicles registered in the disabled or disabled passenger vehicle tax class are exempt until 24 October2027.
Wheelchair‑accessible vehicles that have been professionally converted for disabled access qualify for a grace period.
Disabled people over state pension age receiving Attendance Allowance can also apply for a temporary exemption if their vehicle is non‑compliant.
These exemptions apply to both UK‑registered and non‑UK‑registered vehicles, though non‑UK vehicles may need to be registered.
Historic Vehicles
Vehicles over 40 years old that hold “historic vehicle” status are exempt from ULEZ charges.
Taxis
London‑licensed taxis are exempt from ULEZ charges.
Minibuses Used for Community Transport
Qualifying community‑transport minibuses may receive temporary exemptions.
Wheelchair‑Accessible Private Hire Vehicles
Certain wheelchair‑accessible private hire vehicles receive a grace period if the vehicle has been converted to allow disabled passengers to enter and travel.
Showman’s Vehicles
Showman’s vehicles may qualify for a specific discount.
Specialist Vehicles
Some vehicles used for specialist or essential purposes may be exempt, depending on their classification.
Electric Vehicles
Fully electric vehicles are automatically exempt because they produce zero tailpipe emissions.
Vehicles That Already Meet Emissions Standards
Vehicles that meet the required emissions standards do not need to pay the charge. This includes:
Petrol vehicles meeting Euro 4
Diesel vehicles meeting Euro 6
Motorcycles meeting Euro 3
These vehicles are treated as compliant and therefore implicitly exempt.
