The Pressure Systems Safety Regulations 2000 (PSSR) cover the safe design and use of pressure systems. The aim of PSSR is to prevent serious injury from the hazard of stored energy (pressure) as a result of the failure of a pressure system or one of its component parts
A written scheme of examination (WSE) is a document that identifies the parts of a pressure system required to be examined by a competent person. It typically includes all protective devices, such as safety valves; most pressure vessels; and certain pipework, where the failure of which could give rise to danger.
Power to grant exemptions17.—(1) Subject to paragraph (2), the Executive may, by a certificate in writing, exempt any person or class of persons or any type or class of pressure system from the application of any of the requirements or prohibitions imposed by these Regulations, and any such exemption may be granted subject to conditions and to a limit of time, and may be revoked by a certificate in writing at any time.(2) The Executive shall not grant any such exemption unless, having regard to the circumstances, and in particular to–(a)the conditions, if any, which it proposes to attach to the exemption; and(b)any other requirement imposed by or under any enactment which apply to the case, it is satisfied that the health and safety or persons who are likely to be affected by the exemption will not be prejudiced in consequence of it.
